2024 Lt. Governor's Excellence in Affordable Housing Award Winner for Urban/Large City Category

Congratulations to Hoosier Woods, winning the award in the Urban/Large City Category! The Urban Housing Category recognizes a property located within a metropolitan area with a population greater than 15,000.

Hoosier Woods Apts was originally a two-phase partially affordable apartment complex developed in 2003 and 2005. Coming to market in 2021, the development was on the verge of increased rents and the loss of vital affordable housing in the Anderson area. TWG applied for an allocation for 4% tax credits, combining both phases into one. A full rehab of 214 units was completed, offering an immediate opportunity to improve affordable housing for local families.

Hoosier Woods is located next to the Indiana State Road 9 Corridor, which offers a variety of amenities including retail shopping, restaurants and a grocery store.

 

2024 Lt. Governor's Excellence in Affordable Housing Award Winner for Rural Category


Congratulations to Claire Gardens, winning the award in the Rural Category! The Rural Category recognizes a property located within the corporate limits of a city or town with a population of less than 15,000, or located in an unincorporated area of a county that is located beyond two miles of the municipality's jurisdiction.

Claire Gardens, developed by Keller Development Group, made use of a vacant and deteriorating former car dealership in the City of LaGrange. The town agreed it was an ideal location for senior housing with its proximity to downtown amenities such as groceries, services and employment opportunities.

Residents at Claire Gardens benefit from partnerships that will extend services to the development. Brightpoint will provide financial literacy training, benefits enrollment, utility assistance and healthcare navigation. The LaGrange County Council on Aging will provide transportation for point-to-point access to other service providers in the county. New Generation Management Inc. will train a tenant investment coordinator dedicated to Claire Gardens residents and provide computer and technology training, establish a residents' council and facilitate an array of other providers to meet the changing needs of residents over time.

2024 Lt. Governor's Excellence in Affordable Housing Award Winner for Senior Category

Congratulations to Baker Flats, winning the award in the Senior Category! The Senior Category recognizes a property specifically designed for use by elderly tenants.

Baker Flats, located in the Jacobsville neighborhood of Evansville, was developed by House Investments, LLP to meet the demand for senior housing in the greater Evansville area. The development created 52 new units for Hoosiers 55 and older. 

The location of Baker Flats was driven by its proximity to public transportation and factors such as walkability, healthcare and education. The property is situated just north of downtown Evansville. Nearby amenities include a bus stop, post office, public library, fire station, police station, retail shopping, restaurants and other local businesses.

2024 Lt. Governor's Excellence in Affordable Housing Award Winner for Special Needs Category

Congratulations to North End Apartments in Carmel, winning the award in the Special Needs Category!

North End offers integrated living within the 168 apartment units (40 of which are attainable, plus 128 market rate units) and the broader neighborhood inclusive of 28,000 square feet of office and retail space, 46 townhomes and 10 single family homes, with a second phase incorporating independent senior living that will be under construction in 2025. It is adjacent to the Monon Trail and near medical care, groceries, extensive retail, public parks and vocational opportunities. Previously, Carmel had only 11 affordable housing units for seniors and families. The embedded opportunity in a city with a high median income, walkability and safety make it an optimal place for this underserved population.

The need for housing for individuals with intellectual and developmental disabilities (IDD) was first brought to the local developer, Old Town Companies, through community stakeholders. Integrated living at North End was nurtured with expert input including a comprehensive advisory committee made up of caregivers, service providers, local nonprofit agencies and adults with IDD to inform the elements of the development.

2024 Outstanding Resident Volunteer Award Winner

The Outstanding Resident Volunteer Award recognizes a resident of an Indiana affordable housing development who represents those who have transformed their lives in safe, decent and affordable housing.

Helen Coleman, a resident of Hopeside Senior Community in Indianapolis, was selected for the tremendous impact she has in her community. She is always present at Hopeside events, hosting many herself and donating food and beverages. She began a Resident Volunteer Committee at Hopeside and continues to serve as an ambassador to current and prospective residents. Residents often come to the property upset, hurt and down on themselves, but Helen inspires, motivates and encourages everyone she meets.
